How to access the Health Record with SPID

You recently heard several friends and colleagues about the Electronic Health Record, a very useful tool that allows you to consult all the documents relating to your health life in digital format and allows you to easily reconstruct a complete picture of your clinical situation.

Therefore, you would like to proceed with its activation, perhaps through the use of the SPID or the very convenient Public System of Digital Identity that unifies access to all online services of the Public Administration. You are not very familiar with these things, however, and would like support that shows you all the steps to do this.

Well, I have great news for you! I have specially created this article to help you understand how to access the Health Record with SPID, showing you step by step and in a simple and intuitive way the correct procedure both from the computer and from the app. So, are you ready? Perfect! So let’s get to work right away: everything is explained below!

Preliminary information

Before proceeding to the practical explanation of the procedure for accessing the Electronic Health Record (FSE), I believe it is appropriate to make a brief overview of the service in question to clarify its functioning and the advantages that its use entails.

First of all, I want to inform you that the requirements to access it are simply those of being of age and being assisted by the Regional Health System: the competence of the file, in fact, refers to the health organization of the Region or Autonomous Province to which it belongs.

The service has been specially developed to centralize the clinical history of each user, making all the information and health and socio-health documents produced by the National Health System (SSN) available to the latter, therefore by doctors and health workers of public facilities who make it up, but also of the private ones. For completeness of information, I tell you that the reference legislation is the one contained in the DPCM n ° 178 of 2015.

It contains, for example, medical reportsdischarge lettersemergency room reportsand prescriptions: essentially all the material useful for reconstructing a clinical report of the patient. The service, however, also provides an additional feature, called Notebook, which allows citizens to independently upload clinical documents, or annotate certain measurements (such as blood pressure) day by day, or even enter personal notes on their state of health.

The digital notebook can also be useful for attaching health documents generated by structures outside the NHS before 18 May 2020 which, obviously, will not be registered. I inform you, with regard to this specific service, that it is possible to decide whether or not to make this data visible to your doctor.

Obviously, all this also facilitates assistance by the health bodies, which will be able to consult the documentation themselves, where necessary, to get a complete picture of the patient’s past. The aim is to improve the quality of care, prevention, diagnosis and rehabilitation services, also revisiting the administrative and organizational processes that regulate the interaction between professionals in the sector: this is a fundamental step in the realization of the Digital Health project.

There are many ways to register: if you have an enabled Health Card with chip (TS-CNS), an electronic identity card (CIE) or a SPID user, you can access it through the reference portal of the service regional health care: at the first access, you will be able to express the necessary consents to consult the file directly online.

If your Health Card with chip (TS-CNS) is not yet enabled, you can go to one of the Territorial Access Points (PTA) in your health district and request the activation of the card and, at the same time, also the activation of your dossier. Finally, if you do not have a SPID user, in the next chapter I will provide some useful information on how to activate this very useful service.

How to access the health record with SPID

After having made the necessary premises on the ESF, in the next paragraphs, I will explain in detail how to access the Health Record with SPID. How do you say? Have you not yet activated the credentials of the Public Digital Identity System? Don’t worry, I’ve thought of that too! In fact, in the next chapter, I will give you some useful tips to do this.

How to get SPID

Before showing you how to access the health record with SPID, I want to give you some indications on how to obtain SPID, in case you have not already done so: thanks to this useful tool, you can comfortably access this and many other services of the Public Administration from home (and not only) using the same credentials. The requirements for obtaining the SPID are few and simple.

  • Be of legal age.
  • Be in possession of a valid identity document.
  • Have a valid e-mail address.

Before making the request it is advisable to know that there are three levels of SPID security: the first of these provide only access via username and password; the level 2 SPID consists, in addition to the previous method, in sending or generating an OTP ( One Time Password, i.e. a code that can only be used once); finally, the level 3 SPID is based on electronic certificates that are encrypted by special devices, such as smart card readers or those for validating the digital signature.

Afterward, therefore, you will have to contact one of the authorized providers, who will take care of certifying your identity. One of the most common procedures involves accessing the site of the chosen manager and making a preliminary registration. At this stage, you will be asked to fill in an online form, in which you will have to enter your personal data and choose your preferred identification system.

Lately, the method of recognition through the Electronic Identity Card (CIE) or the electronic passport is spreading, taking advantage of the function called CIE 3.0, which is carried out by scanning the document with the smartphone using a dedicated app and the NFC chip (Near Field Communication).

If you prefer to opt for a more traditional alternative, you can choose to go to the provider’s offices in person; on the contrary, if you want to do everything comfortably from home, another simple method is to connect remotely via webcam with an operator of the provider, or by sending an audio-video selfie with the simultaneous payment of a symbolic sum by bank transfer as a further guarantee of the ‘identity.

Finally, it is possible to opt for recognition with the Health Card with the National Service Card (CNS) or with the digital signature by means of a smart card reader and the relative PIN.

Generally speaking, the most convenient and fastest recognition system is the one with CIE. As for prices, the SPID is almost always free for private citizens, while it is often paid for companies. It must be considered, however, that some methods of recognition – in particular those which involve the involvement of human operators – may be subject to a fee. For convenience, I report below the operators authorized to identify and issue the SPID.

  • Aruba– activation is free for security levels 1 and 2, while for level 3 you must pay a supplement of € 14.90 + VAT
  • Infocert– the service is free in online mode with a digital signature or CNS (National Service Card). Otherwise, costs start at € 7.99 + VAT based on the chosen identification method. The security levels provided are 1 and 2
  • Intesa– the cost via webcam is99 euros + VAT, but if you have a qualified digital signature you can get it for free
  • Lepida– provides several free modes. In all other cases, the cost of remote recognition is 15 euros + VAT (security levels 1 and 2)
  • Namirial– it is free with CIE / CNS with PIN and smart card reader or a digital signature certificate, otherwise it costs90 euros + VAT with the Video Identification system (security levels 1 and 2)
  • PosteID– with this operator you can access all three security levels. You can proceed free of charge to identify yourself in person at the nearest post office, or to request recognition at home for a fee of50 euros. Here you can find more information
  • Sielte– this manager also guarantees three levels of security: recognition can be done free of charge via webcam or via CNS, CIE (also CIE 3.0), digital signature and in person
  • SPIDItalia– the service offered by this provider, called SPID Power, has a cost of 49 euros per year with automatic renewal (unless canceled)
  • TIM ID– it is possible to obtain the SPID free of charge with TIM by going in person to one of the available offices, or remotely with CNS / Health Card or qualified digital signature. The online mode with webcam is available for a fee (€ 24.28 including VAT).

How to access the Health Record with SPID from a PC

Once you have obtained your SPID identity, you are ready to access the Electronic Health Record. If you prefer to consult your FSE comfortably from the large monitor of your computer, in this chapter you will find all the information you need to understand how to access the Health Record with SPID from a PC.

As mentioned before, the competence of the service in question lies with the health organization of the Region or the Autonomous Province to which it belongs. If, for example, your health department is located within the Lazio Region, you will need to connect to the dedicated page of the regional health system which, in this case, is called Salute Lazio and click on the Go to File button.

On the next page you will find different authentication methods: click on the SPID menu, then press the Enter with SPID button and press the item relating to the provider you have chosen on the context menu that appears.

You will be redirected to the manager’s authentication page and, based on the choices made when activating the SPID and the offer made available by the provider, you will be able to perform level 2 or level 3 authentications.

In any case, you will surely have to type your Username and Password in the respective fields and then click on the Enter with SPID button. In the following screen you will be asked to confirm your intention to make this type of access: press the Continue button and, again according to the method offered by the Identity Provider, you may need to type an OTP code or receive a notification on your smartphone. In the latter case, you will have to tap on the notification and the app will open in which you will need to enter the unlock PIN set during registration.

In my guide on how to use the SPID you can find the details on the authentication methods of some of the enabled providers. In all cases, however, the browser will redirect you to a final screen: click on the I agree button to approve the transmission of personal data and definitively access your electronic health record.

At the first access, if you see the information note that warns you of the absence of consent to the consultation, you simply have to click on the Personal data menu (top left) and, on the following page, locate the Consent section (below).

Within the latter, click on the boxes adjacent to the words Consultation of your health record and Insertion of previous health documents to put the checkmark. Then press the Register button to complete the operation and have access to the Health Record. It was simple, am I right?

How to access the Health Record with SPID from the app

If you want to consult your ESF also on the move, you should know that many Regional Bodies have developed extremely comfortable and functional applications precisely to meet different usage needs, including the one that is the subject of this tutorial.

In the next paragraphs, therefore, I will show you all the instructions on how to access the Health Record with SPID from the app, taking as an example the reference of the Lazio Region. This is the Salute Lazio app, available for Android devices (also check on alternative stores if your device does not have Google services) and iOS / iPadOS.

After pressing the Install / Get button from the links above (on Apple devices you may be asked to verify your identity via Face IDTouch ID or Apple ID password ), wait for the download and installation, then tap on the app icon, to start it.

At the first start, tap on the box next to the declaration of acknowledgment of the Privacy Policy, then press the Accept button. From the main screen, then press the Access services button and you will be automatically redirected to a browser page in which you will have to replicate the same operations performed by the PC.

First of all, press the Enter with SPID button and select your provider, then, on the next page, type your username and password and tap the Enter with SPID button again. In the following screen, touch the Continue button and complete the procedure provided by your provider regarding the second authentication level (OTP or app notification, for example).

If you are not automatically redirected to the main page of the app, press the button for viewing the recent app (the square one at the bottom) to open all the running applications and choose the one related to Salute Lazio , in which, now, you will be correctly displayed authenticated. Finally, press on the Health Record item to access the screen containing your documentation.

If it is the first consultation, you will probably have to provide the consents: press, therefore, on the Consent Management item and tap on the selector to the right of the item Agree to activate them. Mission accomplished!
