As mentioned in the opening lines of this guide, to change teams on Pokémon GO it is first necessary to have reached the fifth manager level and have already chosen your starting team.

To verify that you have reached the minimum requirements to join another team, take your device, start Pokémon GO and wait for the game to load, then press the OK button and tap your character visible at the bottom left , to find out the level of play reached.
